Funny Signs

On a recent road trip, I saw two funny signs that made me pause:
Speed Enforced By Aircraft
This one, found in Pennsylvania, made me think: what about speed can be enforced? This makes no sense to me whatever.
The next one, found in my home state, made me laugh:
